First-time homebuyer-friendly counties are concentrated in the Deep South, Appalachia, and the Great Plains. West Virginia (10 counties), Alabama (7 counties), Louisiana (7 counties), Kentucky (6 counties), Mississippi (3 counties) lead the rankings. These regions share a common trait: abundant affordable housing stock and low property tax rates.
Mississippi and Alabama in particular stand out, with multiple counties where median home values fall below $100,000. For a buyer with a modest down payment and an FHA loan, these counties make homeownership achievable on incomes as low as $35,000 per year.
What First-Time Buyers Should Know
Affordable housing is just the beginning. First-time buyers should also consider:
- Job market: Many affordable counties have limited local employment. Remote workers have the most flexibility; buyers who need local jobs should research the area's major employers.
- Appreciation potential: Ultra-low-cost counties may not see rapid home price appreciation. For buyers planning to sell within 5 years, this is a risk factor to consider.
- Infrastructure: Some rural counties lack high-speed internet, which is essential for remote work. Verify connectivity before committing.
- Resale market: Thinly traded real estate markets can make selling difficult. Research average days on market before buying.

The first-time homebuyer score is a weighted composite of three CountyScore dimensions: Cost of Living (50%), Property Tax (30%), and Safety (20%). Cost data includes median home value and median gross rent from Census ACS (2019-2023). Tax data uses effective property tax rate. Safety data comes from FBI UCR (2022).
